A graduate of West Point, Finley is a former U.S. Army Airborne Ranger

Also holds an MSBA from Boston University.

He gained hands-on experience working with Thoroughbreds as a teenager and began develop-ing racing partnerships in 1991 starting with a $5,000 claimer at Philadelphia Park

Among celebrities associated with various partnerships are Philadelphia Flyers defenseman Chris Therien, Stephen Lewinstein, a part owner of the Boston Celtics, and Tommy Thompson, the former U.S. Health and Human Services Secretary and governor of Wisconsin and advisor to the NTRA
